Marlon has provided expert guidance to governments, international development agencies, and private organisations, supporting procurement modernisation at both national and sub-national levels. His work has led to improved policy frameworks, streamlined acquisition processes, and measurable cost savings, all while ensuring alignment with international best practices and ethical standards.

He has been directly involved in regional procurement reform and currently serves as an Adjunct Lecturer in Strategic Sourcing at the University of the West Indies (UWI), Jamaica, where he imparts cutting-edge knowledge to future procurement professionals.
He holds an International Master’s Degree in Public Procurement Management (IMPPM) from the University of Rome Tor Vergata, where he specialised in supplier development and procurement errors. He also holds a BSc
in Operations Management from UWI and an Executive MBA from the University of the Commonwealth Caribbean (UCC).
